The Government’s carbon market procurement efforts should be delivered to maximise public value rather than lowest cost abatement. Specifically, this means considering co-benefits with predominantly public benefits – such as environmental co-benefits, but also social and cultural co-benefits – with the cost of abatement as a subset consideration.
